Chieu Hoi (pronounced as CHEW HOY) means "Open Arms" in Vietnamese.

Thousands of these leaflets were air-dropped over suspected VC and NVA locations.

It was a program to encourage the enemy to change sides.

Some were aimed at demoralizing the enemy and some were also printed with a little English so American soldiers would know the bearer was changing sides and expected safe and humane treatment.

Many "Chieu Hoi's" became scouts for
US  units.
